Presolicitation Notice – B142 &B407 Heating and Cooling



GENERAL IFB, TOTAL SMALL BUSINESS SET-ASIDE

The 130th MSG Contracting office in WV intends to issue an Invitation for Bids to award a single firm-fixed-price contract for services, non personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Construction project B407 and B421 Heating and Cooling. Work will consist of Daily removal of debris shall be accomplished at the end of each workday with no materials left behind to prevent any hazard to vehicles or pedistrians. Demolition shall includes include removal of Hot Water Coils and minute amounts of glycol. Removal and disposal of current shaft and bearings. Contractor shall recycle or dispose of any glycol IAW all applicable Federal, State, and Loval regulations. Demolition of existing pipping from the penetration to the existing unit. The Contractor shall dispose of all demolition debris or materials at off Base location(s) in compliance with all state, federal, and local regulatory guidelines. The Contractor shall submit dump receipts or tickets to the Base Civil Engineer. It is encouraged to recycle materials recovered during the demolition process whenever possible. The Contractor shall provide the BCE with a list of recycled materials. Documentation of recycled materials should include the approximate weight and cubic feet of each material. The Contractor shall install a new 3 ton, A/C split system (Provided by the contractor), a new Hot Water Coil (Provided by the customer) on Make-Up Air Unit #3 and install a new shaft and shaft bearings (Provided by the customer) on Air Handler Unit #4. Any glycol (antifreeze) lost during the removal and install of the Hot Water Coil will be the responsibility of the contractor to replace. All gaskets piping or piping insulation that needs to be removed shall be the responsibility of the contractor to replace. The Contractor shall reinstall any existing environmental controls that are currently attached to the unit. A/C split system needs to be wired so that it will run during the winter months due to Communcation equipment. The contractor shall perform startup and inspection of all pieces of equipment unit for proper operation, with the presence of the Civil Engineer project manager. This work will be completed in ITN room 150 at Building 407/421, Maintenance Group of The West Virginia Air National Guard (ANG) at McLaughlin Air National Guard Base.



The contract duration work shall be completed within 30 days after date of issuance of the Notice to Proceed. This project is set aside 100% for Small Businesses. The North American Industry Classification (NAICS) Code is 238220, with a size standard of $19,000,000.00. The disclosure of magnitude for this construction is less than $25,000 IAW FAR 36.204(a)



The tentative date for issuing the solicitation is on-or-about 04 March 2024. The tentative date for the pre-bid conference is on-or-about 18 March 2024, 10:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 12 March 2024 via email to SSgt Jorden McCormick at Jorden.mccormick@us.af.mil or Major Samuel Stuck at Samuel.stuck@us.af.mil.



The bid opening date is scheduled for on-or about 8 April 2024. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the System for Award Management (SAM). To register go to www.sam.gov. Instructions for registering are on the web page (there is no fee for registration).



The solicitation and associated information and the plans and specifications will be available only from the Contract Opportunities page at SAM.gov.



Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-00003), LIMITATIONS ON SUBCONTRACTING, which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded".



In accordance with FAR 36.211(b), the following information is provided:



(1)The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204.



(2)Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements.
