Kenwood Digital Portable/Vehicle Radio and Equipment
The Hershel "Woody" Williams VA Medical Center, Huntington, WV is conducting this Sources Sought to identify contractors who possess capabilities to provide the product described in the specification below.
As permitted by the FAR Part 10, this is a market research tool being utilized for the informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy.
Response is strictly voluntary it is not mandatory to submit a response to this notice to participate in formal RFQ process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitation posted because of this sources sought notice.
Respondents will not be notified of the results of the evaluation. We appreciate your interest and thank you in advance for responding to the sources sought.
This service will be implemented using the North American Industry Classification System (NAICS) Code 334220.
NOTES
All Capability Statements/Responses to this Sources Sought Notice shall be submitted via email only to joseph.krupa@va.gov. Telephone, Fax, or any other form of communication inquiries will not be reviewed or accepted. Responses to this Sources Sought Notice must be received no later than July 21, 2023, at 3:00 p.m. (Eastern Standard Time). This Sources Sought Notice may or may not assist the VA in determining sources only. A solicitation is not currently available. Statement of Work (SOW)
for the
Kenwood Digital Portable/Vehicle Radio and Equipment
1.0 General

1.1 Background

The mission of the Hershel Woody Williams VAMC is to provide excellent care and service to those who have served our Nation every Veteran, every time. The HWWVAMC s vision is to be the provider of choice for America s heroes delivering innovative, world class health care and wellness services with honor, compassion, and professionalism. The VAMC s core values are in the standards of the I CARE dedication to Integrity, commitment, Advocacy, Respect and Excellence. The mission of the Police Service is to work in partnership with the citizens of the VA in providing courteous, competent, and effective delivery of law enforcement serviced in a manner sensitive to our diverse and multi-cultural community. This acquisition of the Kenwood digital portable radios includes the standard keypad, antenna, battery, belt clip and 3-year warranty.

Police Service s emergency communication mobile radio units are mission critical to the mission of the HWWVAMC and its Veterans and community served. Police Service portable radios serve as the backbone of response and emergency communications. The current radios are outdated and have reached their end-of-life expectancy. Investing in high-quality radios will save money on maintenance and repairs over time. The acquisition will improve the communication technologies of the digital portable radios for Police Service. Narrow banding means the VAMC is using a much smaller portion of its allotted bandwidth for voice communication, which allows more agencies to use the available public safety spectrum, facilitates interoperability among different agencies and jurisdictions.

1.2 Objective

The objective is to up-date the communication equipment within Police Service and replace end-of-life equipment. The Police Officers serve a critical role in responding to various types of calls and emergencies within the VAMC s 106-acre campus. Police service needs to obtain 3 Kenwood nx-5700/5800 VHF/UHF radios and have them installed in the three police vehicles. The Kenwood nx-5700/5800 VHF/UHF P25 portable and vehicle radios will increase the clear and secure communications with proven interoperability. The software includes Phase I and Phase II. With the addition of Phase 2, this provides for two effective channels per 12.5 kilohertz bandwidth. All governmental agencies will or have converted to Phase 2, this brings our service in compliance for future communication technologies. In addition to these three, Police has a need for 21 Kenwood NCX-5300 UHF portable radios to be carried on person by the officers. These personal held radios will require 5- 6 unit gang chargers.

1.3 Scope of Work

1.4 Period of Performance

The period of performance of this contract is 60 days from the date of the awarded contract.

1.5 Place of Performance

1.5.1 All equipment will be delivered to the Hershel Woody Williams VAMC, 1540 Spring Valley Drive, Huntington, WV 25704.

1.5.2. Hours of delivery: 0800 - 1630 hours, Monday through Friday.

1.5.3. Three Vehicle radios (Kenwood NX-5700/5800 VHF/UH ) will be installed at the VAMC or contractor s place of business in coordination with Police Service. Police Service authorization of vehicle taken to contractor s site with be limited to Chief of Police, Deputy Chief of Police, and COR.

1.6 Applicable Documents

1.6.1. Security Requirements: Contractors employees shall have a photo ID vendors badge, or VA contractor ID badge always displayed on their person while on federal property.

1.6.2. Contractors shall adhere to the masking policy of the HWWVAMC while on federal property. If masking is required, masks can be received at the main entrance. No bandanas, neck gaiters, masks with one-way valves, and face shields (alone) are not permitted.

2.0 Specific Requirements/Tasks

2.1 Delivery of Portable Radios and Equipment
2.1.1 Coordinate with COR for Radio and Equipment to be examine and approved.
2.2 Installation of Vehicle radios
2.2.1 VA Police and contractor will coordinate where and how vehicles will be located for the purpose of wiring and installation of radios.
2.2.2 Current radios in the vehicles will be turned over to VA Police Service.

4.0 Meetings
