This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations.
The Center for Disease Control and Prevention (CDC), National Occupational Safety and Health (NIOSH), is seeking information on a potential requirement for Delivery of Compressed Gases to the Field Studies Branch at the NIOSH Morgantown campus.
The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the NAICS code 325120 - Industrial Gas Manufacturing for the potential acquisition.
Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice.

Respondents who believe that they possess the expertise and experience to meet the government's needs as described above are invited to submit technical and management capabilities addressing those requirements. Statement of Work / Performance Work Statement
Title: Blanket purchase agreement for gas ordering
The period of performance of this contract consists of a base year and two option years, beginning on July 1st, 2023 and ending on June 30th, 2026.
Period of performance of this contract is: July 1st, 2023 to June 30th, 2026
Base Period: July 1st, 2023 to June 30th, 2024 Option Period One: July 1st, 2024 to June 30th, 2025
Option Period Two: July 1st, 2025 to June 30th, 2026
SECTION 1 – BACKGROUND
The Field Studies Branch (FSB) has a long history of organic sampler and analysis method development. The branch has three GCMSs that require gases to operate and maintain the instruments. Multiple research projects and HHE field investigations utilize these systems to analyze VOCs in canisters and thermal desorption tubes, and perform headspace analysis. Sample analysis is a crucial part of ascertaining exposures in the workplace.
SECTION 2 – PURPOSE/OBJECTIVE
The purpose of this contract is to procure a blanket purchase agreement to supply contractor- owned gas cylinders to the Field Studies Branch at the NIOSH Morgantown campus on an as needed basis throughout the performance period.
SECTION 3 – SCOPE OF WORK
The contractor shall provide all labor and materials to deliver contractor-owned gas cylinders, to the NIOSH Morgantown campuses, on an as needed basis, throughout the period of performance (ordering period). During the period of performance of this contract, the contractor is required to meet the following deliverables: The quantities shown in Table 1 of this Statement of Work are estimates of the facility's annual requirements for compressed gases. There is no express or implied guarantee that these quantities will be purchased. Individual gas prices include rental and hazmat costs.

The contractor shall provide all labor and materials to deliver contractor-owned gas cylinders, to the NIOSH Morgantown campuses, on an as needed basis, throughout the period of performance (ordering period) and meet the deliverables outlined below.
