The Centers for Disease Control and Prevention (CDC) Office of Acquisition Services intends to award a sole source firm-fixed-price Blanket Purchase Agreement (BPA) to Superior Industrial Laundries, Inc. for laundry services in support of the CDC’s National Institute for Occupational Safety & Health (NIOSH) Health Effects Laboratory Division operated animal research facility located at the CDC-NIOSH Morgantown, West Virginia campus.
The CDC-NIOSH Morgantown campus Research Program vivarium employees contract husbandry and animal care technicians that are required to wear clean scrubs while working in rooms within the facility that house animals. Furthermore, all people, including research staff, are required to wear clean scrubs while in the animal facility to protect the animals from outside exposures and protect others from spreading animal dander and contaminants throughout the facility. These scrubs along with towels used in the facility and lab coats worn by staff and visitor must be laundered and stored on site to be available for use in the facility.
The requirement consists of weekly pick-up of dirty NIOSH-owned scrubs, towels, and lab coats at the Morgantown NIOSH campus to be laundered clean and returned dry, folded and size sorted to the campus. The scrubs and towels are likely to be soiled with blood and animal waste. Specific amounts of scrubs, towels and lab coats for each weekly pick-up and return delivery at the Morgantown campus will vary. All items will be returned free of stains and holes. Any damaged items from normal wear and tear will be flagged and NIOSH animal facility personnel will be notified for removal from circulation. Additional purchase of high-quality scrubs from size XS to 5XL will be made available by the contractor.
The period of performance for the BPA is as follows:
Base Period: 5/1/2024 – 4/30/2025
Option Period 1: 5/1/2025 – 4/30/2026
Option Period 2: 5/1/2026 – 4/30/2027
Option Period 3: 5/1/2027 – 4/30/2028
Option Period 4: 5/1/2028 – 4/30/2029
Superior Industrial Laundries, Inc is the only reasonably available source to perform this requirement. Superior is the only reasonably available laundry service in the local area that will pick-up and launder laboratory scrubs and towels that are likely to be soiled with blood and animal waste on a weekly basis. They are also the only reasonably available local laundry service that will deliver the folder laundered scrubs and towels back to the NIOSH Morgantown Facility on a weekly basis.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (Simplified Acquistion Procedures) and 10 U.S.C. 2304(c)(1). Interested parties may identify their interest and submit documentation of their capability to respond to the requirement.
This notice of intent is not a request for competitive quotations; however, all responses received within the issuance period of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
