Description

The USDA Farm Production and Conversation (FPAC) Operations Branch, Acquisition Division is issuing a solicitation on behalf of USDA Natural Resources Conservation Service (NCRS) for work to restore and stabilize a section of two streambanks using rock riprap at Buffalo Creek and Licking Creek in Preston and Tucker County, West Virginia. Both streambanks have eroded to the point of failure adjacent to homes from severe storms that impacted the area on September 1st, 2021. The performance time to complete the described work and all subsidiary items is 10 days per parcel, which includes weekends and built in weather days. Subsidiary items include Channel Clearing and Shaping, Pollution Control, Seeding, Sprigging and Mulching, Mobilization and Demobilization, Removal of Water, Excavation, Earthfill, Steel Reinforcement, Contractor Quality Control, and Geotextile.



The work consists of the construction of streambank stabilization practices on two sites as follows:



Parcel 1 – Preston County, Buffalo Creek



Work will consist of restoring and stabilizing approximately 80 linear feet of stream channel on one (1) residential property in Preston County, West Virginia. This site is between Saint George and Rowlesburg on Cheat Valley Hwy (Rt.72). The contractor will remove accumulated sediment in the channel, install rock rip rap to stabilize channel banks, and grade and seed disturbed areas adjacent to the channel to provide positive drainage and vegetative cover.



Parcel 2 – Tucker County, Licking Creek



Work will consist of restoring and stabilizing approximately 88 linear feet of stream channel on one (1) residential property in Tucker County, West Virginia. This site is between Saint George and Rowlesburg on Licking Creed Road. The contractor will remove accumulated sediment in the channel, install rock rip rap to stabilize channel banks, and grade and seed disturbed areas adjacent to the channel to provide positive drainage and vegetative cover.



The solicitation is a Total Small Business Set-Aside. Interested contractors must be registered as Active and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award.



All necessary permits and land rights have been acquired.



A firm-fixed price construction contract is anticipated under Simplified Acquisitions Procedures (SAP). FAR Part 13 an 36 apply. A bid bond in the amount of 20% of the bid price is required to be submitted with bids. There will be no formal bid opening. A Request for Quote (RFQ) is being solicited. Award will be made to the lowest priced, responsive offeror.



Payment and Performance Bonds in the amount of 100% of award amount will be required within 7 days of award by the successful offeror.



A formal site showing will be held on Thursday, July 6, 2023 at 10:00 am local time. All interested parties will meet at the City Park in Rowlesburg, West Virginia.



Magnitude of construction between $100,000 and $250,000.
