Description
SUMMARY:

Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 5, is issuing this request for information/sources sought notice in order to identify vendors that are interested in and capable of providing Bulk TV Service for the Beckley VA Medical Center.

DESCRIPTION OF WORK

The Contractor shall provide all labor and parts necessary to complete services defined in the Description of Work for the Beckley VA Medical Center.

Cable Television for PATIENT USE ONLY

A. GENERAL REQUIREMENTS
1. Provide cable television services for patient use televisions.
B. SPECIFIC REQUIREMENTS
1. Contractor shall provide limited basic and expanded basic cable television services for approximately 150 locations through-out the Beckley VA Medical Center.
2. The contractor will run the cable to the existing head-end located in basement BA-118.
3. The contractor will provide a digital signal not analog.
4. The contract price includes all applicable Federal, State, and local taxes and duties.
5. All internal repairs to cable will be made by BioMed Beckley VAMC employees.
6. If a service request must be made, only the Contracting Officer Representative (COR) or Chief of Facilities has the authority to request a service call. If a service is requested by someone other than the COR or Chief, the unauthorized service will not be paid.
7. The Beckley VA will not be charged for any external repairs made for cable television services and/or any upgrades.

C. Information about the Beckley VAMC:
The Beckley VAMC does not have fiber optic cable and we are unable to run fiber optic as fiber optic is not available in this general vicinity.
Our current head-end is a COMS 300 headend. We have amplifiers placed in areas for signal control.
We are not allowed to have a satellite on the buildings. Our main cable service begins in our basement as stated above and is amplified and fed to other areas of the facility.
We are looking for cable TV service for 150 TV drops, please see the channel list below for what specific channels we are looking for.

Interested & Capable Responses:

NCO 5 is seeking responses from entities that are interested in this procurement and consider themselves to have the resources, capabilities, and qualifications necessary to provide the services required for the Beckley VA Medical Center.
Please respond to this RFI/Sources Sought 36C24524Q0253 with your:
1. Business name (including Unique Entity ID (SAM.gov)
2. Business type, socio-economic status (e.g., Veteran-Owned, Woman-Own
Disadvantaged Small Business, 8(a), etc.), and
3. Person of contact (including telephone number & email address).
4. Capability statement and summary of previous experience providing these types of services for the Veterans Health Administration or other similar facilities.
5. Available contract vehicles (GSA FSS, etc.) for use by Department of VA (include applicable NAICS)
6. Brief Summary of categories of services that your company can/cannot provide.
7. Certification(s) / Licenses for meeting the local requirements to provide these services at the DC VAMC (if applicable)
8. Confirmation that your organization has the capability & expertise to meet the performance requirements while complying with applicable limitations in subcontracting by responding to the questions below with your response:
a. Do you intend to self-perform this effort?
b. If you are located outside the immediate area, how will you self-perform?
c. Or do you intend to subcontract work under this contract?
d. If you intend to subcontract work under this contract, how will you ensure compliance with the limitations on subcontracting?
