Logistics Manager Pre-Solicitation for USPFO-WV
The USPFO for West Virginia, intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for the USPFO. Logistics Managers ensure that logistic sections within the USPFO and Joint Force Headquarters resolve technical problems concerning supply and equipment authorizations and accountability. Logistic Managers develop sampling plans and procedures for validating unit/activity accountability and inventory certifications.
Logistic Manager Support Services will consist of developing sampling plans and procedures for validating unit/activity accountability and inventory certifications. Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Develops recommendations to correct deficiencies or suggest program or process improvements for the organization. Plans and designs procedures to improve organizational effectiveness and efficiency. Evaluates unit and organizational effectiveness. Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations. Applies statistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organization to meet the organizational goals and objectives. Performs 100 % inventories of unit/activity equipment and supplies and analyzes requisition data to determine causes of any discrepancies. Develops cost analysis of financial impact regarding accountability, equipment and supply damage, adequacy of storage, physical security and loss of federal supplies and equipment. Makes recommendations, reviews responses, and ensures that corrective actions are performed. Responsible for on-the-spot corrective assistance and guidance to unit/activity personnel during the conduct of the evaluation/review. Coordinates with other logistics sections within the USPFO and Joint Force Headquarters to resolve technical problems concerning supply and equipment authorizations and accountability.
The tentative date for issuing the solicitation is on 01 February 2023. The solicitation closing date is scheduled for on-or-about 01 March 2023. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Technical, Past Performance and Price. The Government intends to award without discussions.
