This synopsis is hereby issued in accordance with FAR 5.203 in response to the mandatory requirment for a 15-day notification. The purpose of this synopsis is to announce the Government's intent to negotiate a Firm Fixed Price sole source contract with Learfield Mountaineer Sports Properties, located at 503 Burroughs Place, Suite 104 Morgantown, WV 26505 for the purpose of obtaning a Advertising Contract between the West Virginia Army National Guard and West Virginia University. The Government intends to procure the following services:

Advertisement on upper signage of the score board located inside the WVU Coliseum. This will be presented during the follwing events: 17 men's home basket ball games, 15 women's home basketball games, 4 gymnastics events, 5 women's volley ball games, and 6 wrestling events.

Two radio live messages (air time will be 15 seconds each).

One twitter post, one Facebook post and branding on an email distrubution to appromiately 100,000 fans during the scheduled events.

The Government intends to negotiate solely with Leafield Mountaineer Sports Properties per FAR 13.106(b)(1), as no other source of service/supplies will satisfy agency requirements. A determination by the Government not to compete the proposed acquisiton based upon responses to this notice is soley within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations.
