This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES ARE BEING REQUESTED and a written solicitation will not be issued. The Government will make an award resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the most advantageous to the Government. This acquisition is unrestricted, and the North American Industry Classification System (NAICS) code is 332994 and has a size standard of 1,000 employees. The solicitation incorporates provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2023-04 effective 06/02/2023. The Government intends to award a firm-fixed price purchase order.

The Department of Homeland Security (DHS), U.S. Customs & Border Protection (CBP), is seeking to purchase REM 870P 12/14N CYL GRWC MARINE MAG, SF Shotguns. The equipment offered must be “Exact Match” for the specifications/description in the below listed model/part number, and enough detailed specifications must be submitted with the quote for a technical review to be completed without holding discussions. Non-manufacturer distributors must provide proof they are an authorized distributor of the equipment they are quoting. If the equipment offered is currently covered under an FSS/GSA/GWAC contract, please note this on your quote. Any shipping charges must be estimated and included in the quote.

QUESTION SUBMISSION:

Interested Offerors must submit any questions concerning the solicitation within three (3) business days of the posting date. Evaluation

Award shall be made to the lowest price technically acceptable, as determined to be the most beneficial to the Government. Please read each section below carefully for the submittals and information required as part of the evaluation. Failure to provide the requested information below shall be considered non-compliant and your quote could be removed from the evaluation process.

Quotes shall be evaluated under FAR Part 13.106-2(b) -- Evaluation of Quotations or Offers.

Contractor shall submit the following as part of their RFQ submission:

1)For Price, the Quoter shall provide:

LI 001: REM 870P 12/14N CYL GRWC MARINE MAG, SF – 350 EA.

LI 002: SHIPPING, 1, EA; (If Applicable)

2)For Technical, the Quoter shall submit a technical response to the Contracting Officer acknowledging the Quoter understands the requirements described in this RFQ and attached SOW in their entirety and will provide:

1. The brand name equipment accordingly.

Submission shall be received no later than September 11th, 2023, 12:00PM EST, to david.d.williamson@cbp.dhs.gov. No phone inquiries will be accepted, any questions or comments must be submitted in writing to the Contract Specialist to the email provided in this announcement. The Government reserves the right to post publicly ALL questions and answers.
