Presolicitation Notice – B143 Radiant Heat



GENERAL IFB, TOTAL SMALL BUSINESS SET-ASIDE

The 130th AW Contracting office in WV intends to issue an Invitation for Bids to award a single firm-fixed-price contract for services, non-personal, to provide all plant, labor transportation, materials, tools, equipment, appliances, and supervision necessary for the Construction project B143 radiant heat. Work will include demolition, installation, and design of new and old Radiant Heat system. Demolition will include the contractor demolishing and disposal of the existing radiant heat system. Contractor shall be responsible for providing adequate ventilation to the work area. Demolished debris shall dispose of by the contractor at a location off the ANG properties. Contractor will assume all liabilities for disposal in accordance with federal, state, and local regulations. The Contractor shall be responsible for repairing any damage to walls because of the removal of the existing radiant heat system, by patching and repairing any damage to the surrounding surfaces and touch up paint as necessary matching the existing room color. The Contractor shall provide a dumpster or truck to deposit demolished debris during demolition. At no time will demolition debris, waste containers or trash generated by the Contractor, or his Sub-Contractors be stored in or about the facility or placed in dumpsters leased or owned by the Air National Guard. The Contractor shall be responsible for providing transport systems or devices as needed to carry all the demolition debris from the work site to the waste disposal point. The Contractor shall be responsible for the protection of surfaces along the haul routes including doors, walls, floors, stair treads, handrails, ceilings and furniture. Dust control measures are also to be in effect. The existing vacuum pump that penetrates the roof, shall be removed and all roof penetrations shall be patched and repaired according to roof manufacturers’ recommendations. The new Radiant Heat system design and installation shall be designed and installed by the contractor according to size, volume, and existing gas supply. New design for Radiant Heat shall be able to maintain temperatures 58-60 degrees in the main warehouse. Also, the design controls for Radiant Heat systems need to shut off the flow of natural gas when the fire alarm is activated. The work well be completed in the Warehouse of building 143 Logistics Readiness Squadron of the West Virginia Air National Guard at McLaughlin Air National Guard Base.



The contract duration work shall be completed within 30 days after date of issuance of the Notice to Proceed. This project is set aside 100% for Small Businesses. The North American Industry Classification (NAICS) Code is 238220, with a size standard of $19,000,000.00. The disclosure of magnitude for this construction is between $25,000 to $100,000 IAW FAR 36.204(b)



The tentative date for issuing the solicitation is on-or-about 07 March 2024. The tentative date for the pre-bid conference is on-or-about 26 March 2024, 9:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 21 March 2024 via email to SSgt Jorden McCormick at Jorden.mccormick@us.af.mil or Major Samuel Stuck at Samuel.stuck@us.af.mil.



The bid opening date is scheduled for on-or about 9 April 2024. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in the System for Award Management (SAM). To register go to www.sam.gov. Instructions for registering are on the web page (there is no fee for registration).



The solicitation and associated information and the plans and specifications will be available only from the Contract Opportunities page at SAM.gov.



Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-00003), LIMITATIONS ON SUBCONTRACTING, which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded".



In accordance with FAR 36.211(b), the following information is provided:



(1)The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204.



(2)Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements.
