Description

THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.



The West Virginia Army National Guard is issuing a Sources Sought Notice as a means of conducting market research to identify vendors having an interest in and the resources to support a requirement to provide the International Fire Service Accreditation Congress (IFSAC) certification for the Hazardous Materials Operations (HAZMAT OPS) and Hazardous Material Awareness (HAZMAT AWARNESS) Course for up to seventy-Five (75) participants instructed and proctored by AITEC.The Vendor will allow the AITEC Personnel to instruct and proctor exam. The vendor will provide the IFSAC Certifications for all course participants who pass the course and exam. Provide a printed IFSAC certification certificate for the HAZMAT OPS and HAZMAT AWARNESS Course conducted by AITEC to all course participants who pass the test up to seventy-five (75) at the course location before the course participants leave the testing site.



AITEC will conduct 14 courses per year with the possibility to increase in courses up to twenty four (24). The total number of certificates issued by the vender will be (2) per passing participant.



HAZMAT OPS – 14 courses instructed annually through-out 54 states and territories. The number of participants will be from 50 to 75. This course is conducted concurrently with the HAZMAT AWARENSS. Each passing participant will receive IFSAC certification from Vendor. Total certificates is (1) for each passing participant.



HAZMAT AWARENESS – 14 courses instructed annually through-out 54 states and territories. The number of participants will be from 50 to 75. This course is conducted concurrently with the HAZMAT OPS. Each passing participant will receive IFSAC certification from Vendor.



Total certificates is (1) for each passing participant.



The result of this market research will determine the method of procurement. The applicable North American Industry Classification System NAICS) code assigned to the procurement is 611710 (Educational Support Services). The government will entertain other NAICS codes.



If your organziation has the potential capacity to perform this requirment, please provide the following information:



1. Organization name, address, email address, Web site address, telephone number, and size and type of ownership (small business, 8(a), Hubzone, Large etc.) for the organization.



2. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.



The government will evaluate market information to ascertain potential market capacity to:



1. Provide services consistent in scope and scale with those described in this notice and otherwise anticipated.



2. Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.



3. Implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation.



4. Provide services under a performance based service acquisition contract.



The Government would like to receive feedback from all interested businesses.
