U.S. Customs and Border Protection (CBP), Investigative Operations Division (IOD) has a Congressionally mandated requirement to train all on-boarding criminal investigative staff prior to them being able to fulfill their job responsibilities. This requirement addresses the specific need for specially designed courses, geared toward a law enforcement audience, in sexual offenders and sex crimes, medical forensics and death investigations. The vendor must provide course design, application of material and in-person training at government facility. The total value of this requirement is estimated to be $239,000.00. Services will be performed at the U.S. Customs and Border Protection (CBP) Advanced Training Center, 440 Koonce Rd, Harpers Ferry, WV, 25425.
Statutory Exception and rationale for its use:
FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements.
Based on market research which included internal sources, external sources and strategic source vehicles. The only source that is capable of meeting these requirements is:

PATC is the only vendor capable of providing sexual deviant offender training and medical forensics in combination with death investigations and sexual investigations training that could be replicated and delivered at an off-site training facility. Additionally, PATC possesses the necessary capacity and proven capability to deliver the required training, with firsthand experience in providing such training and fully trained personnel who have been cleared and are ready for classroom instruction.
Additionally, the Federal Law Enforcement Training Centers (FLETC) could not deliver the training to an off-site facility. Institute of Police Technology and Management could not modify or reduce the number of hours in their death investigations course to meet the agency’s requirements of having training in succession with the other courses needed.
CBP intends to post the justification or provide the justification with the solicitation pursuant to FAR 5.201 and 5.203.
